OERJ was an entirely internet-based educational research journal. All articles can be read and downloaded online. Anybody could submit, as well as comment on and rate articles. Submissions were published immediately provided certain rules were followed. All submitted articles were published immediately after being filtered for inappropriate content. The initial publication was anonymous. After review the author(s) names were revealed provided the author wished to continue with publication. This journal differed fundamentally from other journals in that articles were guaranteed to be published and quality control was effected throught the peer review and rating process. Publication and access were free and open to all . Copyright remained and still remains with the authors The key distinguishing features of OERJ were immediacy, openness and specificity. This journal had all of the elements of a traditional peer-reviewed journal but it also has the features of modern internet communication.

OERJ articles can be referenced in the usual way for online journals For OERJ, each year is treated as a volume and each month is treated as an issue.
